dc.description.abstractThe notary profession has a vital role in the Indonesian legal system as a public official authorized to make authentic deeds and other authorities. Along with the development of the era and the increasing complexity of legal transactions, the demands for notary professionalism are also increasing. This encourages the Indonesian Notary Association (I.N.I) as a notary professional organization to create a policy of mandatory knowledge improvement for its members. The formulation of the problem in this study is: How is the responsibility of the I.N.I association towards notary professionalism, the effectiveness of the implementation of seminars/upgrading created by INI in improving the professionalism of notaries as public officials in carrying out their duties and obligations, and the obstacles faced by INI. This research is a descriptive field research with a qualitative approach to analyze the effectiveness of the knowledge improvement program by the Indonesian Notary Association in North Sumatra. Data were obtained through interviews with notaries and administrators of INI North Sumatra and studies of related legal documents. The analysis was carried out using an analytical method whose results will be presented narratively. The results of the study found that the Indonesian Notary Association has carried out its responsibilities well in North Sumatra based on various legal bases ranging from the 1945 Constitution to the Notary Code of Ethics, as evidenced by the high participation in the professionalism development program. The effectiveness of the implementation of seminars and upgrading showed positive results through increased technical competence and decreased complaints, which were supported by periodic evaluations and mentoring programs. However, there are still obstacles such as difficulties in aligning schedules, limited infrastructure, funding, and knowledge gaps between senior and junior notaries. For this reason, it is recommended that the Indonesian Notary Association of North Sumatra form an integrated monitoring and evaluation team and database, develop a hybrid learning system with an e-learning platform, and build a more effective sustainable funding system and mentoring programen_US
