As a state institution in the field of prosecution and investigation of criminal acts of corruption, which has the power to enforce the law and justice, the Public Prosecution Office of the Republic of Indonesia, is expected to play a role to enforce the supremacy of the law and the protection of public interests and enforcement of human rights, so that the Public Prosecution Service must be able to adapt and to strive to realize the transformation program and bureaucratic reforms. To ensure that agencies can provide excellent service and optimal performance, it is important that the Public Prosecution Service can respond promptly to changes. Several important factors that influence prosecutors' performance are transformational leadership, sense of community, information technology capabilities, growth-enhancing organizational learning, and innovative work behavior. The objective of the research is to study the influence of transformational leadership, sense of community, information technology capabilities, growth-enhancing organizational learning, and innovative work behavior on prosecutors’ performance. The research was done at the Provincial Public Prosecution Office of North Sumatera and its structures including 28 Regencies/Municipalities, with a sample size of 259 prosecutors. The sample is selected by employing proportional random sampling technique and the analysis test is made by using Structural Equation Model (SEM). The research findings manage to answer the research gap between the influence of transformational leadership on performance and that of sense of community on performance by taking growth-enhancing organizational learning as the mediating variable, which is proven to be positive and significant. These findings also confirm the role of growth-enhancing organizational learning as a full mediator for the influence of information technology capability on performance, which could not be proven consistently in previous researches. Transformational leadership does not have direct significant influence on innovative work behavior, and innovative work behavior does not play any role to mediate the influence of transformational leadership on the prosecutors’ performance. The research findings also verify the direct influence of transformational leadership on performance, that of innovative work behavior in performance, that of Sense of Community on performance, that of information technology capabilities on performance, and growth-enhancing organizational learning on performance, so that it is confirmed that the research findings have successfully developed a new theory on performance.
