dc.description.abstractIn the era of rapid globalization, the world faces great challenges in terms of governance and public services. Effective and efficient government performance is essential to ensure sustainable development and public welfare. The burden faced by governments in various countries includes demands for transparency, accountability, responsiveness, and improving the quality of public services. This is where the role of the State Civil Apparatus (ASN) becomes vital as the frontline in providing services to the community. The State Civil Apparatus (ASN) in Indonesia plays an important role in the implementation of government and public services. As the main enforcer in the bureaucracy, ASN is responsible for translating government policies into concrete actions in various sectors. The quality of ASN performance directly affects the effectiveness and efficiency of public services, which in turn contributes to national development. This study generally aims to build a conceptual model and empirical research model regarding the performance of the State Civil Apparatus (ASN) which is influenced by the Work Team, Service Digitalization, and Adaptability through Selection. And to find out and analyze the Model of Innovative Work Behavior on ASN Performance. Data were collected using online and offline questionnaires, observations and interviews. Data were analyzed using structural equation modeling-partial least squares (SEM-PLS). The results showed that this study found that work teams, service digitalization, and adaptability have a positive and significant effect on the performance of the State Civil Apparatus (ASN) in the Municipal Government of North Sumatra Province, while innovative work behavior has a positive but insignificant effect. The work team shows a positive but insignificant influence on the ASN selection process, while service digitalization and adaptability have a positive and significant effect on selection. ASN selection is proven to have a positive and significant effect on ASN performance. In addition, selection is not able to mediate the effect of the work team on ASN performance, but is able to mediate the effect of digitalization.en_US
