Abstract
Transportation problems are a common issue in the distribution of goods, focusing on the transportation costs from m sources to n destinations with the aim of minimizing transportation costs. Transportation issues are common in major corporations, such as The North Sumatra Regional Office of BULOG Public Corporation, which distributes rice from many suppliers to various locations in North Sumatra. This company's concern is the high rice transportation expenses at the North Sumatra Regional Office of BULOG Public Corporation, which are caused by imbalanced transportation problems when demand exceeds supply (demand > supply). Transportation difficulties can be solved using a mode of transportation.. The transportation method used in this thesis is the Improved Average Penalty Cost (IAPC) method as an initial feasible solution, and the Stepping Stone method is used to obtain the optimal solution for the transportation problem. Based on the research results from data processing and analysis, the application of the Improved Average Penalty Cost (IAPC) method as the initial feasible solution then continued with the optimality test with the Stepping Stone method in the calculation of CBP rice transportation costs by The North Sumatra Regional Office of BULOG Public Corporation in 2023 can save CBP rice transportation costs by 1,48%. These savings occur due to unmet demand and assumptions such as smooth traffic, rice delivered by land transportation where distance is not taken into account and transportation operational costs consisting of labor costs, fuel prices and road conditions are considered the same as well as other aspects such as product damage, delays in product delivery from the warehouse to the destination, and unaccounted taxes.
