The construction of the Indrapura-Kisaran toll road as part of the Trans Sumatra Toll Road
aims to improve distribution efficiency, support economic growth, and encourage equitable
regional development in Asahan Regency. This study aims to analyze the impact of toll
road construction on economic, social, and environmental aspects of the community in
seven affected sub-districts. namely Air Batu, West Range, Meranti, Pulo Bandring, Sei
Dadap, Teluk Dalam, and Tinggi Raja. The methodology used is a mix method with
quantitative data analysis through the SEM-PLS method and qualitative using the ANP
method. Primary data was obtained from a survey of 156 respondents from affected
communities, as well as interviews with experts and practitioners. The analysis was carried
out to identify the relationship between toll road development and key indicators, such as
infrastructure, capital, human resources, economic aspects, environmental aspects and
social aspects. The results of the study show that the construction of the Indrapura-Kisaran
toll road has a significant impact on these three aspects. Economically, there is an increase
in certain people's incomes, especially in the transportation and warehousing sectors.
However, negative impacts such as a decrease in agricultural land productivity and a
decrease in the income of farmer groups were also identified. From the social side, this
development improves mobility and accessibility, but it causes challenges in adapting to
new jobs for some communities. Meanwhile, from an environmental aspect, air quality and
roads tend to improve, but the increase in congestion in certain areas remains a concern.
This study recommends the need for more inclusive development policies, paying attention
to the balance between economic, social, and environmental aspects. Thus, the construction
of toll roads can provide maximum benefits for the people of Asahan Regency.
