dc.description.abstract | The Master Meter Program of PDAM Medan Labuhan Branch aims to
improve water access services from PDAM Medan Labuhan Branch aimed at
Low-Income Communities (MBR) in Medan City who live in Kota Bangun Village,
Medan Deli District, which technically and administratively cannot be served by
PDAM Medan Labuhan Branch. However, it’s implementation still often
experiences several problems, namely the water coming out of the pipes is small
and cloudy, and pipe leaks often occur, causing people to often pay more rates
than usual.
The research method used in this study is descriptive with a qualitative
approach. The data collection techniques used are interviews, observation and
documentation. The informant determination technique is purposive sampling
with data analysis, namely data reduction, data presentation and conclusions. The
data validation technique in this study is Source Triangulation and Method
Triangulation.This research uses indicators of program effectiveness according to
Budiani (2007) in the form of accuracy of program targets, program objectives,
program socialization and program monitoring.
The results of this study indicate that the effectiveness of the
implementating of the master meter program in Kota Bangun Village, Medan Deli
District cannot be said to be effective because there are still several
shortcomings, such as in terms of program sozialization which has not been, this
is due to socialization to the community and delivery of information not being
comprehensive. Apart from that, program monitoring has not been optimal, this is
due to the community’s low sensitivity to the environment. However, there are
several indicators that have been achieved, such as determining the targets for the
Master Meter program which can be said to be quite effective, where in
determining the target recipients of the program including low-income
communities, Master Meter program participants can enjoy clean water services
at affordable costs. Furthermore, achieving the program objectives has beeb
effective because the Master Meter program was able to achieve the expected
goal, namely faciliating access to clean water services for low-income
