Performance of the National Narcotics Agensi of North Sumatra Province (BNNP) in Efforts to Prevent Narcotics in Medan City
Abstract
The phenomenon of narcotics is a very serious social problem. The National Narcotics Agency of North Sumatra Province (BNNP) is a non- ministerial state institution that has the authority to protect the community from the negative impacts of narcotics. BNN has an obligation to provide socialization to prevent narcotics abuse. BNN's efforts to prevent narcotics problems include Demand Reduction and Supply Reduction, these efforts are to break the chain of narcotics users and break the chain of narcotics distribution.
The research method used in this study is qualitative research with a descriptive nature, with data collection techniques of direct observation, in-depth interviews, literature studies and detailed document analysis. This research was conducted at the National Narcotics Agency of North Sumatra Province (BNNP). The research informants consisted of the prevention Coordinator, prevention staff, Head of Medan Polonia village, Head of Medan Polonia environment, community, and resident of BNNP North Sumatra.
The results of this study show the performance of the North Sumatra BNNP in drug prevention efforts in Medan City which can be seen through the Productivity indicator, BNN so far does not have enough good human resources, but they always act as the main resource person in socialization activities at the village level involving the community as the front line in implementing prevention programs. The quality of services provided by BNN through SIL (Field Intervention Screening), is able to help victims of drug addiction. Responsiveness, when there are reports and complaints from the community, they are immediately followed up by the North Sumatra BNNP with the eradication team and the police. The responsibility of the North Sumatra BNNP is marked by the clarity of roles and responsibilities between sections so that work is carried out according to procedures. Then Accountability, the North Sumatra BNNP is able to maintain the consistency of the implementation of prevention programs that comply with the rules, but there is no transparency to access information and reports regarding the implementation of prevention programs clearly. The obstacles faced include the lack of human resources such as extension workers and investigators, minimal awareness to participate in the socialization of narcotics information prevention, and providing support to the North Sumatra BNNP.
