Monitoring Parkir oleh Dinas Perhubungan dalam Upaya Penertiban Juru Parkir Liar di Kota Medan

Abstract

This study aims to evaluate the effectiveness of parking supervision efforts carried out by the Transportation Department in order to suppress the practice of illegal levies by illegal parking attendants and identify factors that hinder the success of the regulation. The parking problem in Medan City, characterized by the high demand for parking lots and the rampant illegal parking activities, has had a negative impact on traffic order and regional revenue. The management of illegal parking, which is carried out by many acts of thuggery under the guise of illegal parking attendants, continues to increase which is only for self-gain. The research method uses descriptive research with a qualitative approach. In this study, this research was carried out at several e-parking points and the Medan City Transportation OfficeThe research informant was selected using the Purposive Sampling technique and to test the wetness of the author's data using a triangulation technique consisting of a source triangulation technique and a triangulation method. The results of the study show that the monitoring carried out by the Medan City Transportation Office has been carried out in accordance with the established procedures and is able to increase the Medan City PAD levy and reduce the practice of illegal levies carried out by illegal parking attendants in Medan City. Monitoring is carried out by conducting patrols and raids with the Police and Satpol PP as well as taking action against illegal parking attendants who are proven to have violated the rules. But, in its implementation, there are still obstacles such as limitations in personnel and technology in the form of surveillance cameras and other supporting technologies so that there are still illegal parking attendants who are still roaming at several parking points in Medan City. In addition, there is still an overlap in the control of illegal parking attendants. Another factor is also the existence of illegal parking attendants who get protection from certain organizations and the habits of people who are used to using the services of illegal parking attendants so that it is difficult to eliminate illegal parking attendants.
