The purpose of writing this thesis is to find out about the participation of Russia and Ukraine in international agreements related to climate change, to find out the form of state responsibility for environmental damage due to war according to international law and to analyze international legal regulations regarding greenhouse gas effects due to carbon emissions in the Russian- Ukrainian War. The research method used is normative law. The data source used is secondary data which includes primary legal materials such as the Paris Agreement, Kyoto Protocol and UNFCCC. The Russia-Ukraine War can cause a significant increase in carbon emissions, both from military activities such as the use of weapons, war vehicles, and destroyed infrastructure. Countries have a responsibility to minimize environmental impacts during conflict. The resulting carbon emissions could exacerbate the global climate crisis. International agreements such as the Paris Agreement, Kyoto Protocol and UNFCCC do not specifically regulate the increase in greenhouse gases due to carbon emissions generated during war. Therefore, there is a need to regulate greenhouse gas emissions generated by military activities, including reporting obligations and emission reduction targets from military activities. The Russia- Ukraine war resulted in environmental damage due to military activities, bombing, trenching and others. As a form of liability, Russia can be held responsible for such damage through mechanisms such as restitution, compensation, or satisfaction, in accordance with the principles of international law.en_US
