Social security is a form of social protection that ensures all citizens can meet their basic needs for a decent life. It encompasses various forms of protection provided within a society to address financial difficulties due to illness, childbirth, unemployment, disability, old age, or death. Article 13(1) of Law Number 40 of 2004 concerning the National Social Security System states: "Employers are gradually obligated to register themselves and their employees as participants in social security programs administered by the relevant agency However, in practice, notaries as employers often neglect their obligation to register their employees in the BPJS Employment programa government initiative aimed at enhancing workers' welfare This noncompliance constitutes a breach of Lare Number 30 of 2014 concerning Notary Positions, specifically Article 4(1). This study uses an empirical juridical method with a descriptive approach, analyzing and linking the implementation of applicable laws and regulations
The findings reveal that the reasons notaries fall so register their employeus include a lack of knowledge about nacial security, ak enforcement of administrative sanctions and insufficient oversight of worker protection for both registered and unregistered employees Additionally, some notaries are less concerned about their employees' welfare. The shady nuggets that notaries should adhere to anil comply with the National Social Security System (SJSN) Law, which definer noturim as employers required to regnser their employees in the BPJS Employment program. Stricser sanctions for non-compliant nearies are needed to create a deterrent effect Lastly. acthe collaboration between neairies and their employees in implementing applicable regulations is estil formal advancement and welfare
