Bridges are vital infrastructure facilities for the continued development of social and economic activities in a region. As part of the road network system, bridges provide value that is no less important than the road itself. Likewise, the service conditions of the road network system depend on the condition of the bridges on the road section. The Sei Bamban Bridge is a link between Serdang Bedagai Regency (Sei Rampah) and the Municipality (Tebing Tinggi) which has National Road status. During its implementation there has been an addendum to the original implementation period of 270 to 300 calendar days. Therefore, the idea arose to analyze the things that were factors causing delays in implementing this project. Meanwhile, in analyzing these factors, the Analytic Network Process (ANP) will be used. ANP is a multi-criteria decision making method used to solve complex problems and involves many interrelated factors.
Determination of criteria weights is calculated using pairwise matrix comparisons with the help of the Superdecision V.3.2.0 program. The Consistency Ratio (CR) value is obtained through matrix synthesis values with a maximum value limit of no more than 0.1. Determination of pairwise matrix comparisons is based on data aggregation from stakeholders as well as references to related scientific literature. The elements that are the criteria in this research are Design (D), Financial (F), Management (M), Environmental Factors (FL), External Factors (FE), and Health and Safety (KK).
Based on the results of the analysis in determining the order of factors that influence delays in the Sei Bamban bridge replacement project using the ANP method, the factors with the largest to smallest weights are: Financial Factors (0.433), Health and Safety (0.172), Management (0.167), Design (0.087), Environmental Factors (0.085), and External Factors (0.056). Strategies that can be implemented to handle delays in bridge replacement projects include evaluating the performance of service providers in accordance with LKPP Regulation No. 4 of 2022, standardization of SMKK in accordance with Minister of PUPR Regulation no. 10 of 2021, and evaluation of implementation methods, supervision and equipment in accordance with the Brigde Management System and General Specifications for Bina Marga 2018 Revision 2.
