PT PPSU is a regional government-owned enterprise in North Sumatra. It is established to optimize the sources of regional revenues. One of the attempts to improve the company's performance is through strategic organizing methods. The objective of this research is to analyze the company's strategic plan using the balanced scorecard model. The research is conducted at PT PPSU, located in Medan, North Sumatra Province. The data used in this research are primary data which are collected by conducting discussion and interview. Secondary data are collected by conducting documentary study. Samples are taken using a purposive sampling technique. The research interviews those who understand the situation of the company, and the analysis is conducted through focused group discussions. The collected data are analyzed using SWOT method, followed by Quantitative Strategic Planning Matrix and Balanced Scorecard. The result of the research shows that some targets of the company have not been achieved, resulting in suboptimal performance. This is caused by internal and external factors such as the inappropriateness of the environment and the cooperation pattern offered by business partners, the company faces experienced competitors with more competent personnel, changes in government policy, and a lack of competency in the company's human resources. The analysis of the internal and external factors identifies four company's strengths, three weaknesses, six opportunities, and three threats. The data and information of the internal and external factors obtained yield alternative strategies with a TAS value of 3.412. The consecutive priorities of alternative strategies for PT PPSU are 1) using support and simple communication with the provincial government to get involved in government projects, 2) maximizing market research and diversifying services in the transportation and construction sectors, 3) optimizing managed assets with support from good technology and information systems, 4) strengthening the legal team and resolving any cases to make the resources available, 5) creating flexibility in shipping services and operations without compromising safety, 6) recruiting new competent and creative employees and providing training for existing employees according as expected, 7) performing ship maintenance regularly and sustainably, 8) strengthening the company's image and main business to build trust with service users, and 9) using docking facility ships optimization and promotion to other managers.
