This research aims to analyze the need for green open space (RTH) based on land cover data for 2013 and 2023 in East Kisaran City District, as well as analyzing the potential for available land to become public green open space based on the variable land availability and the variable number of people served. The type of research used is descriptive with a qualitative approach. The location of this research was carried out in East Kisaran City District, Asahan Regency. The analysis used in this research is spatial analysis using the Geographic Information System (GIS) application. The results of the research show that the availability of green open space in East Kisaran City District over a period of 10 years is below standard. The area of green open space in 2013 was 71.58 Ha and in 2023 the area increased to 81.46 Ha, or only grew by 9.88 Ha, consisting of growth in green open space for parks of 4.86 Ha and green open space for TPU of 5.02 Ha. This area is still far from the RTH requirement based on an area of 2,612.22 Ha. Based on a needs analysis based on population projections in 2043, the need for green open space for parks is 244,842 m2. To meet these needs, one effort is to determine the location of green open space for sub-district parks with a minimum area of 15,000 m2. Based on the results of the land potential analysis, Mutiara Village is the sub-district with the most potential as a location for RTH land for sub-district parks because it has land availability and the potential for the highest number of population services of 88,919 people in 2043. As a policy directive, there are 135 recommended locations for green open spaces to be accommodated in order to meet the needs of green open spaces based on the population.
