    Abstract
Structural Equation Modeling (SEM) is a statistical analysis method used to test the relationship between variables in a model. SEM can be used as a statistical technique that takes into account latent and manifest variables, so in this research the Structural Equation Modeling (SEM) method was used to determine the eligibility of recipients of the West Medan Regency Family Hope Program (PKH). Poverty has become a serious problem that is increasingly being faced by several countries in the world, including Indonesia. The government in Indonesia has carried out many positive programs to overcome the problem of poverty, one of the special programs launched by the Indonesian government in 2007 was the Family Hope Program (PKH). In West Medan District, Sumatra Province, there are several gaps that often occur, namely that even though there are provisions for PKH recipients, there are still people who receive assistance that does not meet the existing criteria. The method used to evaluate this problem is statistical analysis, namely the Structural Equation Modeling (SEM) method which is used to determine the eligibility of PKH aid recipients. The type of data used in this research is primary data obtained from the results of distributing questionnaires to 150 respondents, namely PKH recipients and non-PKH recipients in West Medan District. The sampling technique used in this research is purposive sampling technique. The independent variables used are family economy, environmental conditions, level of education and health, while the dependent variable used is the eligibility of PKH recipients. Based on the research results, it is known that there is a direct negative relationship (indicating that an increase in one variable tends to decrease other variables), namely the family economic variable on the eligibility of PKH recipients, there is no direct relationship between environmental conditions and the eligibility of PKH recipients, and there is no direct relationship between the level of education and health and the eligibility of PKH recipients.
