Analisis Jabatan Fungsional Pustakawan di Dinas Perpustakaan dan Kearsipan Kota Medan

Abstract

The aim of this research is to analyze the functional position of librarians in Library and Archives Service of Medan City. The research method used is a qualitative method. Data collection was carried out by observing, interviewing and taking documentation. The data analysis technique in this research was carried out using stages of data reduction, data presentation and data verification and drawing conclusions. The results of the research showed that librarians at Library and Archives Service of Medan City had obstacles in the promotion of librarian position from internal factors caused by librarian errors or human error and external factors caused from outside the librarian. The external factors that cause librarians to be prevented for being promoted had 5 points.1) The small credit figure is an obstacle for Library and Archives Service of Medan City. 2)The leadership of Library and Archives Service of Medan City was not an obstacle to promotion because of always appreciating librarians in their work. 3) Institutions did not have sufficient budgets causing librarians to experience obstacles in developing their careers. 4) Work outside the main duties at Library and Archives Service of Medan City made librarians difficulty in carrying out their main duties. 5) The assessment team was not an obstacle to promotion at Library and Archives Service of Medan City, but the inaccuracy of the assessment team causes losses for librarians. Thus, the results showed that the librarians of Library and Archives Service of Medan City were still not optimal in analyzing the functional positions of librarians
