dc.description.abstractThe cooperative relation between the central government and regional government must be established to effectively develop the tourism sector, which can be conducted in the form of cooperation through coordination, synchronization, commitment and BPODT (Lake Toba Authority Implementing Agency) agreement to develop local tourism. The tourism potential of North Sumatra requires the governor's role in order to coordinate the relevant regents. However, this means that the determination of strategic policies is limited to the leadership of the provincial government. This research aims to 1. Analyze the relation between the central government and regional governments in the development of Lake Toba tourism industry in relation to the Implementing Agency of Lake Toba Authority according to Presidential Regulation Number 49 of 2016. 2. Find a new model of relation between the central government and regional governments in the development of Lake Toba tourism industry in relation to the Lake Toba Authority Implementing Agency according to Presidential Regulation Number 49 of 2016. The theories used in this research, namely power relations theory and theory of govern11Zent while the research method used is qualitative method with descriptive approach which is conducted by analyzing and identifying the relationship model. Data collection techniques used are observation, documentation, in-depth interviews, and informants. Then, data obtained are analyzed using the technique of data reduction, data presentation, and validation/conclusion. Research results. The relation between the central and regional governments in developing Lake Toba tourism must be based on mature plan that encompasses potentials that can support development, particularly in tourism, such as the potential of tourist sites (destinations), economic sectors, social and cultural resources, as well as market and environmental potential. The model of relations between the central government and regional governments in the development of Lake Toba tourism is a national tourism strategy where coordination, systems, guidance, integration and good governance are required. However, to achieve this goal, strong support from 8 (eight) districts of Lake Toba area is required. BPODT coordinates and unites the vision, mission and objectives of all tourism stakeholders to develop tourism.en_US
