The procurement of goods/services includes the process of purchasing tangible goods, services or work done by an organization or an entity. Effective procurement performance could increase operational efficiency, reduce cost, and make sure that the quality of goods and services obtained are good. The objective of the research is to identify the enabling factors of procurement performance, to analyze the cause of failing to organize a strategy in order to increase the procurement performance of goods/services at PT. PLN (Persero) Unit Induk Pembangunan Sumatera Bagian Utara. This research uses descriptive qualitative method by conducting observation, questionnaires, interviews, and FGD, using literature and case analytical approach. The data are analyzed by using existing business process analysis, root cause analysis, and TOWS analysis. The result of the research suggest that there are enabling factors such as the policy on strategy and the prcedure of implementation of digital procurement and risk mitigation. The causes of the failure to increase the procurement performance are the limitation of personnel’s competency, the unpreparedness of procurement process, the lack of document standardization, the change in procurement, out of date price references, unpreparedness of external supporting documents, and synergy with stakeholders is not optimal. The strategies for increasing the procurement performance are done by accelerating the preparedness of tender documents, optimizing the use of digital procurement, standardizing and modernizing tender document, using information technology, increasing risk mitigation, having competence and certification of human resources, and increasing the synergy with stakeholders.
