Abstract

This research aims to look at the role of parents of minors in risking driving safety to achieve education (case study of junior high school students who ride motorbikes). The method used in this research is qualitative research with a case study approach. The data analysis technique in this research uses pattern matching techniques. The research location is located in Cinta Rakyat Village, Percut Sei Tuan, Deli Serdang Regency, North Sumatra. Data collection techniques use structured interviews, observation and documentation. technique for determining informants using purposive sampling. The theoretical basis used by researchers is Michael Foucault's Panipticon Theory. The results found by researchers in the analysis of the panopticon theory through field observations, the role of community leaders in supervising underage motorcyclists is by implementing strict sanctions with a concept that has been designed. then the role of teachers towards underage motorbike riders is by carrying out physical and indirect forms of supervision, two things which are combined to carry out more accurate supervision and are supplemented by school policies, as well as the role of parents in dealing with underage motorbike riders, namely by carrying out supervision in the form of advice, communication via cellphone, and forms of trust. There are 3 categories of informants, namely key, main, and additional, each of them implements supervision which so far is very normative and targeted because it is due to strict supervision and back to the regulatory policies of each institution such as village officials, school regulations and regulations. a house that has been designed by their respective parents.
