dc.description.abstractTo achieve good governance, it is necessary to establish a supervisory institution that oversees the implementation of government in the regions based on the principle of autonomy. The regional inspectorate, as an internal government supervisory institution, oversees the implementation of regional government and is accountable to the regional head through the regional secretary. The continuing occurrence of corruption cases involving regional heads raises questions about the authority of the regional inspectorate in conducting oversight. Based on this background, the problem formulations of this research are: How is the authority of the regional inspectorate regulated in overseeing the implementation of regional government? What is the mechanism for overseeing the implementation of regional government by the Deli Serdang Regency Inspectorate? What are the obstacles faced by the Deli Serdang Regency Inspectorate in overseeing the implementation of regional government? This research uses a normative juridical method with a statute approach, a conceptual approach, and a case approach. The research data uses secondary data supported by primary data through interviews with sources. Data was collected using literature study and interviews. Data analysis was carried out using qualitative analysis methods. The research results show that the authority of the regional inspectorate as a supervisory element of regional government administration is in accordance with the provisions of the legislation. Supervision is carried out in the form of audits, reviews, evaluations, monitoring, and other supervisory activities starting from the planning, implementation of supervision, and reporting of supervision results. The obstacles to supervision are the lack of human resources in carrying out supervision; lack of employee competence in carrying out supervision; and limited budget to support the implementation of supervision. Efforts to overcome these obstacles are by increasing the number of human resources/supervisory personnel in accordance with organizational needs; improving employee competence; and, increasing the budget to support the operational implementation of supervision.en_US
