    Abstract
    SOS Children's Village Medan is an organization whose role is to support the fulfillment of children's rights needs and provide family-based care. The children who live at SOS Children's Village Medan are children who are vulnerable to losing care and who have lost care. This research aims to explore more deeply the role of SOS Children's Village Medan in fulfilling children's rights norms based on Law no. 23 of 2002 concerning child protection. Taccott Parsons' functional structural theory, researchers want to see that the structure within the family functions so that children's needs are met. This research uses a descriptive method with a qualitative approach. The data collection techniques used in this research are interviews, observation and documentation. The object of this research is the role of SOS Children's Village Medan in fulfilling children's rights norms. The informants in this study used a supportive sampling technique. The informants were leaders, coaches, foster mothers and foster children who lived at SOS Children's Village Medan. Data analysis in this research uses interactive analysis models, namely the stages of data collection, data presentation and conclusions. The research results show that SOS Children's Village Medan plays a role in fulfilling children's rights, plays a role in providing a place to live that is a home for children and foster parents that provides warmth and affection, plays a role in providing proper and clean food, education that supports the sustainability of children's lives, health, a social environment that frees children to play, have recreation and develop interests and talents through the activities offered, provides identity, provides freedom of religion, provides freedom of opinion and provides protection for every child.
