This study aims to examine community participation in the management of
Waterfront City in Pangururan, Samosir Regency, which is a potential area for
the development of tourism and the local economy. Waterfront City in Pangururan
was chosen because of its strategic position on the shores of Lake Toba, which
has high ecosystem and cultural value. Through a qualitative approach with
interview and observation methods, this study explores the extent to which local
communities are involved in decision-making, planning, and implementation of
programs for managing the area. The results of the study indicate that community
participation in area management tends to be limited to social and economic
aspects, but there are still challenges in increasing community awareness and
capacity to be more actively involved in sustainability-based planning and
management. Factors such as limited information, low community education, and
lack of coordination between related parties are the main obstacles. This study
suggests the need to increase community participation through education and
facilitation programs so that Waterfront City management can run more
inclusively, sustainably, and benefit the welfare of local communities.
