Public services by government officials still have many weaknesses so that they have not been able to meet the quality expected by the community. One of them can be seen in licensing services which are identical with complicated procedures. The government seeks to improve licensing services through an electronic-based service innovation called Online Single Submission Risk Based Approach (OSS-RBA). This study aims to analyze and describe how the Strategy of the One-Stop Investment and Integrated Service Office (DPMPTSP) of Binjai City in Improving Licensing Services through the Online Single Submission Risk Based Approach (OSS-RBA) System in Binjai City.

Aspects of strengths (strenghts), including the adequacy of human resources and the existence of assistance services. Weakness aspects include limited coordination between agencies and lack of socialization activities to the community and business actors about OSS, so a strategy is needed to increase communication media between agencies and increase socialization activities to the community. Furthermore, the opportunities aspect shows the existence of an innovative 'ball pick-up' service program accompanied by the development of an information technology system, but a development strategy is needed that focuses on increasing public understanding through direct socialization or using information technology. Then, the threats aspect shows that there are threats in the form of low public understanding and technical constraints such as unstable internet access, so a strategy is needed by educating the public through mentoring programs about the OSS system and on how to overcome the obstacles that occur.
