dc.description.abstract | Minimum Service Standards (SPM) for Health are provisions regarding the types and quality of basic services which are mandatory government affairs and are entitled to be obtained by every citizen at a minimum. The obligation that must be carried out by the government is the achievement of each type of basic service in the SPM for the health sector must reach 100%. There are 12 types of basic services in the minimum health service standards. Based on the achievement of SPM at the Polonia Health Center in 2023, there are 3 lowest health SPM indicators, namely tuberculosis SPM (9.8%), HIV SPM (22.2%) and SPM for the elderly (56.6%). The purpose of this study was to determine the Implementation of Minimum Service Standards (SPM) for Health at the Polonia Health Center, Medan City in 2024. This study uses a qualitative method with a descriptive approach. The data collection method is with in-depth interviews and documentation. The results of the study showed that none of the health SPMs at the Polonia Health Center reached 100%. Factors that caused the failure to achieve 100% were transmission because there were still those in charge who had not received special training, human resources were still inadequate, facilities and infrastructure in the health center were not all available such as Molecular Rapid Tests (TCM) and ambulances, and there was no incentive from the health center. The conclusion of this study is that of the 12 SPM indicators at the Polonia Health Center, none of them reached 100% and the factors that influenced the implementation of health SPM at the Polonia Health Center were transmission, clarity, human resources, funding, facilities and infrastructure, appointment of SPM in charge, incentives, Standard Operating Procedures (SOP), and fragmentation. Therefore, it is expected that the head of the health center will pay more attention to the addition of human resources, provide facilities and infrastructure that support the implementation of SPM and for the person in charge of SPM to educate and approach patients to provide services aimed at improving health SPM at the Polonia Health Center. | en_US |
