dc.description.abstractThis research aims to describe the implementation of Collaborative Governance between the community and the government in handling People with Mental Disorders (ODGJ) in Medan City. So there is a need for collaboration between governments to deal with People with Mental Disorders (ODGJ) as listed in the 1945 Constitution. Based on data, the number of ODGJ in Medan City shows a significant increase every year, with various challenges such as lack of public understanding, limited health facilities, and social stigma towards people with mental disorders. This research refers to four indicators of the success of Collaborative Governance according to Ansell and Gash (2007), namely: institutional design, facilitative leadership, collaboration process, and initial conditions. The research results show that collaboration between stakeholders is not yet completely synergistic, especially in building trust, effective communication and clear division of responsibilities. This research uses a descriptive method with a qualitative approach to describe the situation, conditions and collaboration process involving the Health Service, Social Service and community institutions in dealing with schizophrenia problems. The results of this research based on the indicators of Ansell and Gash (2007) show that the collaborative governance carried out by the Social Service and the Medan City Health Service is not optimal. This can be seen from the lack of clarity regarding the regulations and functional tasks that must be carried out. So far, in handling schizophrenia in the city of Medan, the two departments have always carried out their duties independently or at each agency. There has not been good cooperation between the two departments.en_US
