dc.description.abstract | In implementing SPBE (Electronic based-system of government), risk management can increase efficiency, transparency, and accountability in public service. The evaluation of KemenPANRB (the Ministry of State Apparatus Utilization and Bureaucratic Reform) reveals that the maturity level of implementing SPBE risk management in the North Sumatera Provincial Administration is low. The objective of this research is to identify some inhibiting factors and to formulate the strategies for increasing them. This research uses descriptive qualitative method with a case-study approach; it is conducted at the Communication and Informatics Department of North Sumatera. The data are gathered by conducting documentary study, interviews, and surveys. The result of the research suggests that there are some important factors which impede the implementation of SPBE risk management: first, there is discrepancy between theoretical understanding and practical implementation of risk management; secondly, the competency of human resources in identifying, analyzing, and formulating risk management strategy needs to be increased; thirdly, socialization and training about SPBE risk management have not done optimally; fourthly, the availability of adequate budget to support risk management activities is still becoming the obstacle. Based on these findings, the strategies for increasing the maturity level of implementing SPBE risk management can be formulated by using SW + IH (What, Why, Where, When, Who, How) methods. This strategy includes the efforts to strengthen management, to optimize the available resources, to increase participation and collaboration with all related units and individuals, and to increase the awareness of the importance of risk management in SPBE implementation | en_US |
