This does not align with the principles of literacy activities, one of which is the timely arrival of students to school. As a result, the intended 15 minutes of reading time is reduced to only 5 to 10 minutes of reading. At the development stage, generally the essential role of libraries in school literacy initiative, such as creating literacy celebrations, library visit activities, and library reading corners, but library in this school did not implement it. In the learning process of literacy activities assessment in schools, there is no specific value assigned to literacy itself. Instead, it is recognized within the value of the Indonesian language subject. The school also provides awards in the form of certificates to students who participate in literacy activities. It can be concluded that the library of State Senior High School 1 Sei Suka has not yet created a program related to the school literacy initiative. However, the library of State Senior High School 1 Sei Suka plays role as a facilitator in the implementation of literacy activities.
