This final project was conducted at the Library and Archives Office of Toba Regency. The aim of this study is to examine the user service system at the Library and Archives Office of Toba Regency. The data collection methods employed include literature review, observation, interviews, and documentation. The findings indicate that user services at the Library and Archives Office of Toba Regency comprise membership services, circulation services, reference and information literacy services, and digital/computer services. Membership services involve user registration, facilitating visits, and easing the processes of borrowing, returning, and renewing library materials. Circulation services encompass the borrowing, returning, and renewal of library materials. Reference and information literacy services provide users with access to information to meet their informational needs. Digital/computer services offer users access to computers to facilitate information retrieval. Overall, the user service system at the Library and Archives Office of Toba Regency has been effectively implemented.
