dc.description.abstractThe Electronic Tratfic Law Enforcement (E-TLE) program is an electronic-based Traffic law enforcement system designed to enhance efliciency in monitoring and enforcing traffic regulations. E-TLE operates by utilzing various technological devices, such as surveillance cameras installed at strategic locations, including intersections, highvays, and high-violation areas. This study aims to analyze the implementation of the E-TLE program in promoting orderly traffic behavior among motor vehicle drivers in Medan City and to identify the factors that hinder its application. The research employs a qualitative method. The findings indicate that the E-TLE program has not yet fully succeeded in ensuring traffic order due to several challenges. These include the low awareness among motor vehicle drivers, as they do not fully understand how the E-TLE system operates. Additionally, the lack of deterrent efects and insuficient public awareness campaigns by the police have led to the perception that the E-TLE program is merely a formaliy.en_US
