Professionalism certainly needs to be applied in every employee to support the good management of Village Government. One of them is the executive institution of Pakkat Hauagong Village, namely the Village Consultative Body (BPD) needs a professional attitude in carrying out its main duties and functions in order to realize a thriving Pakkat Hauagong Village Community. This study aims to analyze in detail the professionalism of BPD in Village Government in Pakkat Hauagong Village, Pakkat District, Humbang Hasundutan Regency.
The research method used in this study is descriptive research with a qualitative approach. Data collection was carried out by interview, observation and documentation techniques. The informants in this study consisted of the Chairman of BPD, Secretary of BPD, Village Head, Village Secretary and the Village community. The data was analyzed qualitatively with a theoretical approach of professionalism indicators proposed by Surachmad (2003:32) including professional competence, personal competence, social competence and humanitarian service ability.
The results of the study show that the professionalism of BPD in Pakkat Hauagong Village still needs to be improved. In professional competence, it is still not optimal in understanding the duties and responsibilities carried out due to the limitations of human resources in the form of BPD skills and understanding of regulations so that BPD becomes less active in meetings. BPD's social competence is categorized as good because it establishes good communication with fellow BPD, Village Government, Village Communities and other Village Institutions. The humanitarian service capability of the BPD has not been fully maximized due to the absence of routine training for the BPD, inadequate facilities and infrastructure in the form of offices that are not yet available, resulting in the lack of participation of the BPD and the Village Community in activities.
