Tata Kelola Pemerintahan Kota Medan dalam Meningkatkan Kesejahteraan Satwa di Medan Zoo

Abstract

Governance refers to the process of planning, implementing, managing, and directing that describes how the government interacts with the community in the context of governance to meet the public interest. Good governance requires support from a strong organizational structure, strategies and innovations that continue to develop, and the existence of supporting regulations from the government. The Medan City Government, as the supervisor of Medan Zoo, is responsible for the welfare of animals and facilities at Medan Zoo. However, in practice, the governance implemented by the Medan City Government is not running optimally. This study adopts a qualitative method with a descriptive approach, with the aim of providing a deep picture and understanding of the phenomenon of Medan City governance in an effort to improve animal welfare at Medan Zoo. The data analysis was carried out using the theory of Good Governance Indicators according to Mahsun (2018), namely the aspects of transparency, accountability and participation. The results of this study, the governance of the Medan City Government in improving animal welfare at Medan Zoo is not optimal. The Medan City Government as the supervisor of Medan Zoo and PUD Pembangunan as the manager of Medan Zoo are said to be quite optimal in transparency to provide information on governance activities at Medan Zoo. However, the accountability of the management in being responsible for performance is not yet optimal and community participation in decision-making still needs to be considered so that the community can participate in providing input to improve animal welfare at Medan Zoo.
