This study aimed to evaluate the utilization of electronic journals of IEEE Xplore subscribed by the University of North Sumatra Library. The type of research used is descriptive with a quantitative approach. The population in this study consists of the number of electronic journal of IEEE Xplore users from January to December 2023, which is 25,335 individuals. The sample in this study amounts to 100 individuals, with the sampling technique determined using Slovin's formula and sampling conducted through simple random sampling. The research results show that, from the internal factors perspective, the indicator for interest achieved an average score of 3.01%, categorized as good; the indicator for motive achieved a score of 3.74%, categorized as very good; and the indicator for needs achieved a score of 3.75%, categorized as very good. The utilization of electronic journals of IEEE Xplore subscribed by University of North Sumatra Library which viewed from internal factors obtained an average score of 3.50%, categorized as good. Meanwhile, from external factors the indicator of collection completeness scored 3.48%, categorized as very good; the librarian skill indicator scored 3.80%, categorized as very good; and the indicator of facility availability in information retrieval scored 3.89%, categorized as very good. The utilization of electronic journals of IEEE Xplore subscribed by the University of North Sumatra Library, when viewed from external factors, obtained an average score of 3.72%, categorized as very good. It can be concluded that the results of the evaluation of the utilization of electronic journals of IEEE Xplore subscribed by the University of North Sumatra Library utilized by users from internal and external factors is already very good.
