Kegagalan Kebijakan Publik (Studi Kasus Peraturan Daerah Kota Medan Nomor 5 Tahun 2022 Terkait Penetapan Zonasi Aktivitas Pedagang Kaki Lima di Kota Medan)

Abstract

Unemployment is undoubtedly a pressing issue in Medan, one of the largest cities in Indonesia and the commercial hub of North Sumatra. Many individuals seek alternative employment outside the formal sector due to unresolved unemployment. lack of new job opportunities, and pressure to meet basic needs. Street vendors (PKL) represent an informal sector that is widely pursued by the people of Medan. To address the problems caused by street vendor activities, the Medan City Government adopted Regional Regulation No. 5 of 2022 on the Determination of Street Vendor Activity Zoning. This study aims to examine the reasons behind the inadequacy of public policy regarding the zoning of street vendor activities in Medan. The research employs a qualitative approach with a descriptive research design. Data were collected through interviews and validated through the stages of description, reduction, and selection as proposed by Sugiyona, The findings demonstrate that the failure of public policy regarding the zoning of street vendors in Medan is due to the lack of a Special Task Force established by the BAPPEDA Department, according to the Systemic Failure theory by Hudson, Hunter, and Peckham. This study concludes that the policy on street vendor zoning in Medan has experienced substantial failure, primarily due to the absence of a special task force approved by BAPPEDA.
