This study analyzes the effectiveness of the subsidized fertilizer distribution
policy for corn farmers in Pematang Raya Village, Raya District, Simalungun
Regency. Six main aspects are assessed in this study: price accuracy, location,
timing, quantity, quality, and type of fertilizer. The methods used in this research
are quantitative and qualitative approaches to evaluate policy effectiveness based
on farmers' perceptions of the fertilizer subsidy implementation, especially for corn
farmers. The results indicate that some indicators, such as price accuracy, are very
ineffective in their implementation, while timing and quantity indicators show
moderately effective results. Meanwhile, location, quality, and type indicators are
considered very effective. Overall, the percentage effectiveness of subsidized
fertilizer distribution for corn farmers in Pematang Raya Village is 74.33%, which
is categorized as moderately effective. This suggests that the subsidized fertilizer
distribution policy for corn farmers in Pematang Raya Village still requires further
adjustments to ensure better access and support increased agricultural productivity.
