The road network has a role as an accelerator of economic development and is the most widely used by the public. The construction of the Trans Sumatra Toll Road or JTTS was initiated as a development strategy, namely as a backbone to support Indonesia's strategic economic growth. One of the sections that will soon be operational in September 2024 is the Tebing Tinggi-Pematangsiantar Toll Road. Based on PP No. 15/ 2005, the initial road tariff must take into account 3 things: the ability to pay (ATP) of toll road users, the amount of vehicle operating cost benefit (BKBOK), and also investment feasibility. This research aims to determine the toll tariff based on BKBOK, ATP and WTP. The BKBOK is calculated using the Binamarga 2005 method, the time value using the income approach method. ATP is calculated using the Household Budget Method and WTP is calculated using a modification of Stated Preference with interview techniques on 100 respondents of Class 1 vehicle owners using the Tebing Tinggi Toll Road. The results of this study: the value of BKBOK is Rp. 135,663.8, the average value of ATP is Rp. 1878 per km, and the average value of WTP is Rp. 827 per km. The recommended fare-1 if the service is to be improved is Rp.1055-1687.8 per km. This fare is willing to be paid by ± 5%-25% of riders and can be paid by ± 50%-85% of riders. However, if the service is fixed, the recommended fare is Rp. 813.25 per km. This is the fare that ±50% of passengers are willing to pay and 88% of passengers are able to pay. For the recommended fare -2, which considers investors (existing fare), if the service is to be improved, the recommended fare is the same as recommendation -1, which is Rp 1055-1688 per km. However, if the service is fixed, then the fare can be taken as Rp 470 per km - 813 per km, which is willing to be paid by ±50%-100% of drivers and can be paid by 84%-97% of drivers.
