Analisis Pemahaman Penyelenggara Pemerintah di Lingkungan Pemerintah Provinsi Sumatera Utara terhadap Penyusunan Rencana Tata Ruang

Abstract

This thesis aims to analyze the understanding of government officials within the North Sumatra provincial government, especially in the preparation of spatial plans. The analysis of understanding carried out in this study uses understanding measurement analysis as the center of analysis. This research uses data collection techniques with the questionnaire method and uses two types of data, namely primary data and secondary data. This research raises the research question "Why is the condition of the Spatial and Regional Planning Organizer of North Sumatra Province still in the condition of licensing and overlapping regulations resulting in various complex problems in various regions in North Sumatra?" The question will be answered using seven indicators on the theory of measuring understanding according to Anderson and Krathwol in 2010. Seeing the conditions that occur from the questionnaire distributed to several sources shows data on the existence of different analysis results from seven indicators of understanding measurement on government organizers of the North Sumatra provincial spatial plan, thus making spatial planning in North Sumatra province still has complex problems and still overlapping licensing problems.
