In Indonesia’s regional government system, the Regional House of Representatives (DPRD) holds three main functions: legislative, budgeting, and oversight. The legislative function holds a particularly important position, as it is through this function that the DPRD, together with the executive branch—namely the regional head—formulates and enacts regional regulations (Peraturan Daerah or Perda) as the legal foundation for governance and regional development. Simalungun Regency, as one of the autonomous regions in North Sumatra, has its own dynamics in the process of forming Perda. One of the factors that makes the 2019–2024 DPRD period noteworthy for research is the postponement of several draft regional regulations (Ranperda) during this term. This study employs a descriptive qualitative method, focusing on the collection of detailed data to describe the phenomena under investigation. Data were gathered through interviews with informants who are relevant to the topic of this research. The results of the study indicate that the implementation of the legislative function by the DPRD of Simalungun Regency during the 2019–2024 period has not yet been fully optimal. Several obstacles were encountered, such as limitations in human resources. The DPRD's use of its right of initiative was also relatively minimal compared to the executive. Nevertheless, the cooperation between the DPRD and the local government in the formation of Perda has been relatively harmonious and conducive, allowing the legislative process to proceed smoothly and in accordance with the applicable procedures.
