Analysis of the Implementation of the Smoke-Free Zone (KTR) Policy in the Junior High School Environment of South Labuhanbatu Regency
Abstract
Based on data from The Southeast Asia Tobacco Control Alliance in 2018, globally the number of smokers worldwide is more than 1.1 billion people, with details of 945 million males and 180 million females aged 15 years and over. Indonesia is the country with the highest number of teenage smokers in the world. The proportion of novice smokers in male adolescents is highest at the age of 13-15 years, which is 35.6%, while in female adolescents it is 3.5% (Tobacco and Global, 2019). Then based on the results of the 2018 Riskesdas, it shows that the prevalence of smoking in adolescents aged 10-18 years has increased from 2013 by (7.20%) to 2018 by (9.10%) (Ministry of Health of the Republic of Indonesia, 2018). This shows that health behavior in Indonesia is still low, especially for adolescents in the Junior High School environment of South Labuhanbatu Regency according to the 2018 Riskesdas Data 22.5%. One of the efforts made to reduce the number of smokers is to increase the KTR Implementation Policy regulations. The purpose of this study was to analyze the Implementation of the KTR Policy in the Junior High School environment of South Labuhanbatu Regency. This study is descriptive qualitative. Determination of informants by purposive sampling. A total of 7 informants with in-depth interviews and observations. Data validity with triangulation of sources, and methods. Data were analyzed using content analysis. The results of the study showed that the Communication, Resources, Disposition and Bureaucratic Structure Factors greatly influenced the Implementation of the Smoke-Free Area (KTR) Policy. The KTR Communication Factor at SMP N 3 SP 2 & MTS AL-Hidayah has been implemented and is good, it's just that there are other factors that influence it, such as students who are still found not to comply with the regulations that have been made. Likewise, the Resource, Disposition & Bureaucracy Factors are good and have been running, it's just that certain factors make it not run optimally.
