| dc.description.abstract | Medan Belawan District is a slum area with drainage problems that are not managed properly and are not feasible. In addition, the lack of clean water supply in Belawan is contrary to the objectives of the Slum-Free City Program (KOTAKU). In its implementation, the KOTAKU Program is under the auspices of the PKKPR Service. This study aims to examine the strategy of the Housing, Settlement and Spatial Planning Service (PKPPR) in overcoming or minimizing slum problems from the Slum-Free City Program (KOTAKU) in Medan Belawan District.
This study uses a descriptive research method with a qualitative approach. Data collection was carried out using interview, observation, documentation, and literature techniques. The data obtained were analyzed qualitatively using strategy indicators by Kotten, namely Organizational Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy.
The results of the study show that: First, the organizational strategy shows cooperation between PKKPR, PU, and sub-districts in Belawan in overcoming drainage problems. Second, the program strategy is the implementation of a well drilling program in Belawan I Village by the PKPPR Service as a way to minimize slums and support the KOTAKU program. Third, the resource support strategy, funding for the KOTAKU program comes from Regional Original Income (PAD) and transfer funds accompanied by the expertise of PKPPR service experts, especially related to drainage. Finally, the institutional strategy, the PKPPR service socializes the impact of slum areas such as sanitation, wastewater and drainage in settlements to local residents to form an institution that cares about KOTAKU. | en_US |
