Effectiveness of the Corporate Social Responsibility Program in Disbursing Funds for the Environmental Development Program at the Nusantara IV Plantation, District Office II Berangir
Abstract
Corporate Social Responsibility (CSR) is a continuous commitment made
by the business world to contribute to the economic development of the local
community. Perkebunan Nusantara IV (PTPN IV) is one of the companies that
implements this program through the Partnership and Community Development
Program (PKBL). In this study, the researcher focuses on the community
development program section where in the implementation of this program PTPN
IV, especially District II Berangir, experienced several obstacles such as lack of
socialization regarding the program, a fairly complex program submission
process, and funds obtained did not match the funds submitted from the proposal.
Therefore, the researcher intends to explain in detail to what extent the program
has been carried out by the Regional District II Berangir, in order to see the
effectiveness of the program on the community around its area. This study
practically wants to contribute to PTPN IV as a consideration in implementing
CSR. The assessment indicators that the researcher uses are based on Sutrisno's
view (2007), namely (1) understanding the program, (2) right on target, (3)
achieving goals, and (4) real change.
This study uses a qualitative method with a descriptive approach with the
aim of researchers wanting to collect data by going directly and interacting with
related people at the research location. The results of this study, PTPN IV District
II Berangir has implemented the CSR program effectively, it is said so because the
program provided has been running properly and in accordance with the needs of
the community. However, there are still several obstacles in its implementation
such as the process of submitting a request for assistance which is quite complex,
limited budget allocation so that it cannot reach all target groups, and the
company's limitations in monitoring the program.
The suggestion in this study is that the company needs to conduct
monitoring and evaluation related to the program, then the company should add
special TJSL officers in the business unit so that the program being run can be in
accordance with the needs expected by the community, in addition, the
implementation of tasks becomes more effective because it does not only depend
on the head office and the company must also conduct socialization related to the
programs being run so that the community understands more, while creating good
relations between the community and the company.
