    Supervision of Road and Bridge Maintenance by the Department of Water Resources, Highways, and Construction Development of Deli Serdang Regency

    Abstract
    The Water Resources, Highways, and Construction Agency is a government agency of Deli Serdang Regency that has been established since 2022, previously this agency was called the Public Works and Spatial Planning Agency. The purpose of this study is to determine the performance of the highways sector in maintaining roads and bridges along with the level of satisfaction in the community. This study uses a descriptive research method with a qualitative approach. Data collection was carried out using interview, observation, documentation, and literature techniques. The data obtained were then analyzed qualitatively with method triangulation and data triangulation. The results of the study show that: The sector that handles public facilities in the form of roads and bridges is part of the highway construction sector which is divided into sub-coordination of road and bridge construction, sub-coordination of road and bridge maintenance, and sub-coordination of supervision of road and bridge utilization. The tasks of the sub-coordination of road and bridge maintenance are road construction, bridge construction, road section improvement, road paving, and drainage channel construction. Supervision activities include setting standards, measurements, comparisons, and corrective actions. The determination of standards is the performance standard in the Water Resources, Highways, and Construction Services, especially the highway construction performance standard for road and bridge maintenance. Measurement is the stage of activities carried out in road and bridge maintenance in the form of: (1) investigation survey activities; (2) investigation survey result reports; (3) rehabilitation/maintenance activities; (4) work progress reports; (5) calculation of work results; and (6) ratification. Comparison is the activity of comparing performance results with the design that has been made. Corrective action activities are actions taken if there is a difference between the design and the results of road or bridge maintenance. The results of interviews with 30 members of the general public showed that the level of public satisfaction with road and bridge maintenance activities by the highway construction sector is still lacking. Even so, the sub-coordination staff for road and bridge maintenance have performed well and optimally in reaching all road and bridge sections in Deli Serdang Regency.
