The research of this thesis discusses the Synergy among the Medan Tourism Agency, the Medan Education Agency and the Medan Spatial Planning anda Building Regulation Agency in implementing the Mayor Decree of Medan No. 13/ 2012 in Kesawan area and the obstacles faced by the Medan Tourism Agency in implementing the Mayor Decree of Medan No. 13 /2012 in Kesawan area. The research uses descriptive research methods with a qualitative approach. The informants are the officials of the Tourism Agency, the Education Agency, and the Spatial Planning and Building Regulation Agency. The data are gathered by conducting unstructured interviews and documentary study. They are analyzed by using some steps: organizing and preparing data for analyzing, read and look at all the data, start coding of the data, used coding proses to generate a description, interlating theme, interpreting the meaning of time. The results of the research suggests that the Medan Municipality has showed its strong commitment in preserving the Kesawan area through various policies and programs. The Mayor Decree of Medan No. 13/2012 become the reference for preserving and developing the Kesawan area. There is a good synergy among the Tourism Agency, the Education Agency, and the Spatial Planning Agency in implementing the regulation. Socialization and education for the people and business people intensively have been done to increase the awareness of the importance of preservation. The physical management of the area is done by heeding historical and cultural values. Culture based tourism products are actively developed to attract tourists’ interest. People are actively involved in the process of decision making and the program implementation. Preservation has been succeeful in increasing the number of tourist who visit the Kesawan area. People have become aware of the importance of preserving the historical and cultural values and there is the growth of tourism based-small businesses.
