    Abstract
    Population administration is a crucial aspect of state governance to ensure orderly documentation for every citizen. As a country with a large population, Indonesia still faces various challenges in obtaining civil documents, including in Sampali Village, Percut Sei Tuan District, Deli Serdang Regency. The Indonesian Movement For Population Administration Awarness (GISA) program, initiated by the government, aims to raise public awareness about the importance of civil documents. One initiative supporting this program is the implementation of the GISA Program by Rumah Literasi Ranggi, which provides free social services for processing civil documents.This study aims to evaluate the effectiveness of the GISA Program at Ranggi Literacy House assisting the community in obtaining civil documents and identifying challenges faced during its implementation. The research employs a qualitative approach with data collection techniques, including observation, interviews, and documentation. The study's informants consist of program organizers, beneficiaries, and local community members familiar with the program. The findings indicate that the GISA Program at Rumah Literasi Ranggi has positively contributed to increasing public awareness and ownership of civil documents. However, some challenges remain, such as limited outreach efforts and administrative obstacles in document processing. This evaluation is expected to provide insights for improving the program's effectiveness, ensuring that social services in population administration can reach more people and enhance social welfare in Sampali Village.
