dc.description.abstract | This study examines the Partai Persatuan Pembangunan performance in Medan City during the 1977-1997 election cycle. The objectives of this study are to: (1) to describe the establishment of the Partai Persatuan Pembangunan in Medan in 1973 and its development up to the 1977 general election, and (2) to describe the political strategies implemented by the Partai Persatuan Pembangunan to win votes in Medan's general elections from 1977 to 1997. The research method is historical, beginning with heuristics (source tracing), verification (source criticism), interpretation, and historiography (historical writing). The approach is social, using the concepts of political culture theory, political dynamics theory, political party theory, and campaign theory to address the issues in this study. Data sources include archives from the General Election Commission, the Harian Waspada newspaper, interviews with contemporary figures, and books related to the study. These sources were then critiqued and interpreted to serve as material for this study.The results showed that PPP was officially established on January 5, 1973 as a fusion of NU, PSII, Parmusi, and Perti. The fusion of these parties was mandated by Law No. 7 of 1959 and MPR Decree No. IV of 1973 concerning the 1973 Guidelines. This fusion was also part of the government's efforts to foster Indonesian politics so that there would be no ideological conflicts like the Old Order era. Meanwhile, for the sake of organizational development in the region, the Central PPP mandated the administrators of the four Islamic parties to become administrators in North Sumatra and Medan, which was officially ratified by the management of DPW PPP North Sumatra in Medan on June 16, 1973, chaired by Zainal Arifin Abbas. During the 1977-1997 elections, the PPP Medan implemented a political strategy featuring popular party figures, including Rhoma Irama. Then there was the PPP Ulama, which included PPP Central figures who preached Islam. These figures included H. Naro, Syufri Helmi Tanjung, Buya H. Ismail, and Bachtiar Chamsyah. In its campaigns, the PPP Medan addressed Islamic issues and social problems faced by the community, such as gambling, harassment of women, and land-related issues. Throughout its history, the PPP Medan has faced challenges, including the NU's withdrawal from the PPP and return to the 1984 Khittah, the Ka'bah logo's change to a five-pointed start in 1985, and friction with other election participants. These factors influenced the PPP Medan's seat count in the 1987 and 1992 elections. Despite these challenges, PPP Medan consistently placed representatives in the Medan City Council and maintained its role as an outlet for the Muslim community's aspirations until the end of the New Order. | en_US |
