    Abstract
    People with intellectual disabilities are individuals with below average intellectual abilities that have an impact on limitations in adaptive behavior and independence, to help develop their potential and skills, Binjai State Special School organizes a vocational skills program, one of which is handicrafts. This program aims to equip students with skills that have economic value as provisions for the future. People with intellectual disabilities are individuals with below average intellectual abilities that have an impact on limitations in adaptive behavior and independence. To help develop their potential and skills, Binjai State Special School organizes a vocational skills program, one of which is handicrafts. This program aims to equip students with skills that have economic value as provisions for the future. This study aims to determine the effectiveness of the handicraft vocational skills program for people with intellectual disabilities at Binjai State Special School using the effectiveness measures according to Sutrisno (2007), namely program understanding, right on target, on time, achievement of goals and real changes. The study used a qualitative descriptive method with data collection techniques in the form of observation, in-depth interviews, and documentation. Informants consisted of key informants, principals, main informants, supervising teachers and mentally retarded students, and additional informants, parents of students. The results of the study showed that program understanding and right on target had been effective. However, in terms of timeliness, achievement of goals, and real changes, the program was not fully effective because students still needed assistance in the product making process and had not shown complete independence. Therefore, ongoing support is needed from schools, teachers, and families so that this vocational skills program can run more optimally and sustainably.
