The growth of the manufacturing industry in Indonesia offers significant opportunities for small and medium enterprises, including the footwear sector. However, CV. XYZ faces several challenges in managing its supply chain, particularly in the procurement of leather raw materials. Issues such as delayed deliveries, inconsistent quality, and mismatched quantities have disrupted production processes and caused financial losses. This study aims to evaluate and design a raw material handling strategy through supply chain performance measurement using the Supply Chain Operations Reference (SCOR) model and the Analytical Network Process (ANP). The research adopts a quantitative approach, with data collected through observation, interviews, literature review, and questionnaires distributed to respondents selected through purposive sampling. The evaluation is based on five core SCOR dimensions: Plan, Source, Make, Deliver, and Return. Key Performance Indicators (KPIs) were used to measure performance, normalized using the Snorm De Boer method, and prioritized using ANP weighting. The results show that several indicators fall into the red and yellow categories based on the Traffic Light System, indicating weaknesses in raw material procurement and delivery processes. The overall supply chain performance score was obtained by multiplying normalized indicator values with ANP-derived weights, revealing that CV. XYZ’ supply chain performance is not yet optimal. Based on the analysis, this study proposes strategic improvements focused on enhancing supplier performance and increasing procurement efficiency to support smoother production processes and improve the company’s competitiveness.
