This study aims to analyze the impact of using a payroll application on the efficiency of employee salary management processes at the Regional Office of the Ministry of Law and Human Rights, North Sumatra. In the current digital era, the utilization of information technology—including payroll systems—plays a vital role in enhancing the accuracy, speed, and reliability of administrative processes. This research adopts a descriptive qualitative approach, with data collected through observations, in-depth interviews, and case studies within the institution. The findings reveal that the implementation of the payroll application significantly improves work time efficiency, reduces administrative errors, and promotes transparency and accountability in salary management. Moreover, the system strengthens internal control through clearer task distribution among units. Nonetheless, the study also identifies several obstacles, such as reliance on the completeness of supporting documents and the need for improved coordination between divisions. Overall, the use of a payroll application has demonstrated a positive impact on enhancing the quality of financial governance in government institutions.
