    Abstract
    The availability of safe and sufficient blood bags is vital in the healthcare system, especially in emergency situations. However, the Blood Donor Unit (UDD) of the Indonesian Red Cross (PMI) in Medan faces stock shortages due to various risks within its supply chain process. This study aims to design a risk mitigation strategy for the blood bag supply chain at UDD PMI Medan using the House of Risk (HOR) method. The research is descriptive in nature and employs data collection techniques including observation, interviews, questionnaires, and literature study. HOR Phase I is used to identify and prioritize risk agents based on Aggregate Risk Potential (ARP), while HOR Phase II is used to formulate mitigation strategies by considering both effectiveness and implementation difficulty. The results show that donor shortages and limited information management are dominant causes of supply chain imbalance. From HOR Phase II, several prioritized mitigation strategies are proposed, such as blood donation education campaigns, enhancement of blood management information systems, and periodic staff training. Analysis indicates that implementing these mitigation strategies can improve the efficiency and responsiveness of the blood supply distribution system and reduce the recurrence of stock shortages.
