This study aims to describe the implementation of Collaborative
Governance in the revitalization of Cadika Park to realize public open space in
Medan City. The revitalization of Cadika Park is a strategic effort that involves
collaboration between the government, the private sector, and the community to
enhance the quality of public open space that serves as a venue for social
interaction and recreation. According to the data, this revitalization is funded
through the Corporate Social Responsibility (CSR) of PT Tor Ganda, with a total
budget of IDR 22.6 billion.
This research refers to three indicators of successful Collaborative
Governance according to Emerson, Nabatchi, and Balogh (2012), namely:
collaboration dynamics, collaborative actions, and impact and adaptation. The
results indicate that the collaboration between the Youth and Sports Office,
Bappeda, and PT Tor Ganda has been effective, although challenges remain in
terms of oversight and community participation. Community involvement in
maintaining and caring for the upgraded facilities is key to the success of this
revitalization.
The method used in this research is descriptive with a qualitative approach,
which describes the situation, conditions, and collaborative processes involving
various stakeholders. The findings show that although the revitalization of Cadika
Park has had positive impacts, such as an increase in visitor numbers and
environmental quality, challenges regarding community awareness and
compliance with regulations still need to be addressed to ensure the sustainability
of the park as a beneficial public open space.
