Perumda Tirta Nauli Sibolga City is responsible for managing and distributing clean
water resources to the residents of Sibolga. The Non-Preemptive Goal Programming
method is applied to ptimize the production and distribution of clean water by considering
the weighted priorities of the company’s objectives. The implementation of this
method results in the optimal production volume of clean water in accordance with
the maximum production capacity at the Water Treatment Plant (WTP) of Perumda
Tirta Nauli Sibolga. This study also indicates that the optimal total volume of clean
water sold to customers increases by 0.5198%, equivalent to 524,409.24 m3 per month.
Optimization under the revenue constraint function reveals a negative deviation of Rp
192,313,200 from the company’s average monthly revenue. Based on the Spearman
Rank Correlation Test, it is found that weather changes and population growth are
significantly affects the availability and quality of clean water.
