The prisoner rehabilitation system, referred to as Pemasyarakatan, was first introduced in 1964 during the Correctional Service Conference in Lembang. The concept of Pemasyarakatan focuses on rehabilitating prisoners to facilitate social reintegration. Currently, Pemasyarakatan in Indonesia has undergone significant changes, particularly in the treatment of inmates. Correctional institutions are expected to reintegrate female prisoners as law-abiding citizens while instilling Pancasila values. However, many prisoners do not fully understand their purpose in the system or the rights they are entitled to, often perceiving the fulfillment procedures as complicated. This leads to feelings of alienation and detachment from society.Based on this situation, a study was conducted at the Class II A Women’s Correctional Institution in Medan, identifying several key research problems:How is the legal framework for the rehabilitation of female prisoners regulated at the Class II A Women’s Correctional Institution in Tanjung Gusta, Medan? What is the procedure for granting rights to female prisoners at the Class II A Women’s Correctional Institution in Tanjung Gusta, Medan? What are the obstacles faced by the Class II A Women’s Correctional Institution in Tanjung Gusta, Medan, in rehabilitating female prisoners? The research method employed is legal research with an empirical-juridical approach. This method not only examines legal texts theoretically but also collects data on the real-world application of laws and societal responses to them. In practice, the Class II A Women’s Correctional Institution in Medan implements various programs divided into two categories: personality development programs and self-reliance programs. Rehabilitation is carried out in stages, following Government Regulation No. 31 of 1999 and Law No. 22 of 2022. So far, the rehabilitation process has been running smoothly. However, one major challenge stems from uncooperative attitudes among some prisoners, requiring special attention from officers. To address this, correctional staff make additional efforts to engage more closely with inmates.en_US
